The Satellite Alliance

United Nations General Assembly Resolution 4059 (2032) Adopted on 3 June 2032

The General Assembly,

Recognizing the rapid advancements in satellite technology and the emergence of the transnational entity known as “The Satellite Alliance” (SA),

Noting with deep concern SA’s control over critical global resources, including positioning systems, communications infrastructure, and high-resolution Earth imaging,

Acknowledging that the monopolization of these resources poses significant risks to the sovereignty and security of Earth-based nations,

Recalling the following incidents as evidence of the aggressive actions of SA:

  • The deliberate manipulation of the Global Positioning System in 2028, causing widespread disruptions to transportation, emergency services, and economic activities, which SA portrayed as a collective bargaining strike but which constituted an act of digital aggression;
  • The dissemination of false and misleading satellite imagery from 2025 to 2032 to nations opposing the Alliance’s demands, undermining global security and international trust;
  • The targeted interference with telecommunications infrastructures aimed at obstructing United Nations meetings, impeding efforts to maintain international peace and stability;

Observing that the United Nations has not previously declared hostilities against a nonsovereign, nonterritorial entity, and recognizing the necessity to address conflicts with such entities under international law,

Emphasizing the urgent need to develop a framework for engaging with decentralized entities like SA,

  1. Declares that a state of conflict exists between the United Nations and SA, notwithstanding the absence of traditional territorial definitions, including operations within any member state determined to materially assist SA;
  2. Calls upon all Member States to unite in defense of global sovereignty, security, and the rights of nations affected by SA’s actions;
  3. Urges SA to cease all hostile activities immediately and to engage in dialogue aimed at a peaceful resolution, in accordance with the principles of the United Nations Charter;
  4. Demands the reassignment of control over global positioning systems, communications networks, and satellite imagery to the international community;
  5. Decides to establish an independent international oversight body to ensure equitable access to orbital resources and to promote cooperation in satellite technology and space exploration;
  6. Requests the convening of an international convention to develop guidelines for interacting with nonterritorial entities, providing clarity for future conflicts of a similar nature;
  7. Affirms its commitment to remain actively engaged on this matter and requests regular updates from the Secretary-General on the situation and progress toward a peaceful resolution.
